How to fix?

Upgrade dompdf/dompdf to version 2.0.3 or higher.

Overview

Affected versions of this package are vulnerable to Improper Input Validation when validating URI strings to parse SVG files in Image/Cache.php. This allows calling arbitrary URLs with arbitrary protocols. This is a bypass of CVE-2023-23924.

Note: This is exploitable in PHP before version 8.0.0.
