The Salt-SSH pre-flight option copies the script to the target at a predictable path, which allows an attacker to force Salt-SSH to run their script. If an attacker has access to the target VM and knows the path to the pre-flight script before it runs they can ensure Salt-SSH runs their script with the privileges of the user running Salt-SSH.

  1. remove locked accounts rather than rely on Salt’s PAM eauth functionality.

  2. change to a different eauth module.

The salt minion installer will accept and use a minion config file at C:\salt\conf if that file is in place before the installer is run. This allows for a malicious actor to subvert the proper behavior of the given minion software.

The malicious actor must have access to a Windows system, permission to create directories and files on the root of the system drive, and create a malicious minion config at C:\salt\conf.
