Upgrade AlmaLinux:8 httpd:2.4/mod_md to version 1:2.0.8-8.module_el8.6.0+2872+fe0ff7aa or higher.
This issue was patched in ALSA-2020:4751.

Note: Versions mentioned in the description apply only to the upstream httpd:2.4/mod_md package and not the httpd:2.4/mod_md package as distributed by AlmaLinux. See How to fix? for AlmaLinux:8 relevant fixed versions and status.

In Apache HTTP server versions 2.4.37 and prior, by sending request bodies in a slow loris way to plain resources, the h2 stream for that request unnecessarily occupied a server thread cleaning up that incoming data. This affects only HTTP/2 (mod_http2) connections.
