Upgrade AlmaLinux:9 bind-dnssec-utils to version 32:9.16.23-11.el9 or higher.
This issue was patched in ALSA-2023:2261.

By flooding the target resolver with queries exploiting this flaw an attacker can significantly impair the resolver's performance, effectively denying legitimate clients access to the DNS resolution service.
