Upgrade AlmaLinux:9 lldpd to version 0:1.0.18-4.el9 or higher.
This issue was patched in ALSA-2024:9158.

Note: Versions mentioned in the description apply only to the upstream lldpd package and not the lldpd package as distributed by AlmaLinux. See How to fix? for AlmaLinux:9 relevant fixed versions and status.

In lldpd before 1.0.13, when decoding SONMP packets in the sonmp_decode function, it's possible to trigger an out-of-bounds heap read via short SONMP packets.
