Upgrade AlmaLinux:9 python3.11-devel to version 0:3.11.2-2.el9_2.1 or higher.

An issue in the urllib.parse component of Python before 3.11.4 allows attackers to bypass blocklisting methods by supplying a URL that starts with blank characters.
