Upgrade Amazon-Linux:2 cloud-init to version 0:19.3-4.amzn2 or higher.
This issue was patched in ALAS2-2021-1576.

cloud-init through 19.4 relies on Mersenne Twister for a random password, which makes it easier for attackers to predict passwords, because rand_str in cloudinit/util.py calls the random.choice function.
