How to fix?

Upgrade Amazon-Linux:2018.03 libjpeg-turbo-utils to version 0:1.2.90-8.16.amzn1 or higher.

The cjpeg utility in libjpeg allows remote attackers to cause a denial of service (NULL pointer dereference and application crash) or execute arbitrary code via a crafted file.
