NVD Description

Note: Versions mentioned in the description apply only to the upstream libnghttp2 package and not the libnghttp2 package as distributed by Amazon-Linux. See How to fix? for Amazon-Linux:2018.03 relevant fixed versions and status.

Some HTTP/2 implementations are vulnerable to resource loops, potentially leading to a denial of service. The attacker creates multiple request streams and continually shuffles the priority of the streams in a way that causes substantial churn to the priority tree. This can consume excess CPU.
