How to fix?

Upgrade Amazon-Linux:2018.03 mod24_ssl to version 1:2.4.59-1.102.amzn1 or higher.
This issue was patched in ALAS-2024-1931.

HTTP/2 incoming headers exceeding the limit are temporarily buffered in nghttp2 in order to generate an informative HTTP 413 response. If a client does not stop sending headers, this leads to memory exhaustion.
