Upgrade Amazon-Linux:2018.03 perf-debuginfo to version 0:4.14.294-150.533.amzn1 or higher.

It was discovered that the cls_route filter implementation in the Linux kernel would not remove an old filter from the hashtable before freeing it if its handle had the value 0.
