NVD Description

Note: Versions mentioned in the description apply only to the upstream rubygems23 package and not the rubygems23 package as distributed by Amazon-Linux. See How to fix? for Amazon-Linux:2018.03 relevant fixed versions and status.

The openssl gem for Ruby uses the same initialization vector (IV) in GCM Mode (aes-*-gcm) when the IV is set before the key, which makes it easier for context-dependent attackers to bypass the encryption protection mechanism.
