NVD Description

Note: Versions mentioned in the description apply only to the upstream ntp package and not the ntp package as distributed by Centos. See How to fix? for Centos:7 relevant fixed versions and status.

Network Time Protocol (NTP), as specified in RFC 5905, uses port 123 even for modes where a fixed port number is not required, which makes it easier for remote attackers to conduct off-path attacks.
