Upgrade Centos:8 bind-export-libs to version 32:9.11.36-8.el8 or higher.

Note: Versions mentioned in the description apply only to the upstream bind-export-libs package and not the bind-export-libs package as distributed by Centos. See How to fix? for Centos:8 relevant fixed versions and status.

By flooding the target resolver with queries exploiting this flaw an attacker can significantly impair the resolver's performance, effectively denying legitimate clients access to the DNS resolution service.
