Upgrade Chainguard cert-exporter-fips to version 2.12.0-r1 or higher.

Note: Versions mentioned in the description apply only to the upstream cert-exporter-fips package and not the cert-exporter-fips package as distributed by Chainguard. See How to fix? for Chainguard relevant fixed versions and status.

Verifying a certificate chain which contains a certificate with an unknown public key algorithm will cause Certificate.Verify to panic. This affects all crypto/tls clients, and servers that set Config.ClientAuth to VerifyClientCertIfGiven or RequireAndVerifyClientCert. The default behavior is for TLS servers to not verify client certificates.
