Upgrade Chainguard syft-fips to version 1.44.0-r6 or higher.

Note: Versions mentioned in the description apply only to the upstream syft-fips package and not the syft-fips package as distributed by Chainguard. See How to fix? for Chainguard relevant fixed versions and status.

SSH servers which use CertChecker as a public key callback without setting IsUserAuthority or IsHostAuthority could be caused to panic by a client presenting a certificate. CertChecker now returns an error instead of panicking when these callbacks are nil.
