How to fix?

There is no fixed version for Debian:11 libgcrypt20.

NVD Description

Note: Versions mentioned in the description apply only to the upstream libgcrypt20 package and not the libgcrypt20 package as distributed by Debian:11. See How to fix? for Debian:11 relevant fixed versions and status.

cipher/elgamal.c in Libgcrypt through 1.8.2, when used to encrypt messages directly, improperly encodes plaintexts, which allows attackers to obtain sensitive information by reading ciphertext data (i.e., it does not have semantic security in face of a ciphertext-only attack). The Decisional Diffie-Hellman (DDH) assumption does not hold for Libgcrypt's ElGamal implementation.
