How to fix?

Upgrade Debian:9 ircd-hybrid to version 1:7.2.2.dfsg.2-10 or higher.

NVD Description

Note: Versions mentioned in the description apply only to the upstream ircd-hybrid package and not the ircd-hybrid package as distributed by Debian. See How to fix? for Debian:9 relevant fixed versions and status.

The try_parse_v4_netmask function in hostmask.c in IRCD-Hybrid before 8.0.6 does not properly validate masks, which allows remote attackers to cause a denial of service (crash) via a mask that causes a negative number to be parsed.
