Upgrade Debian:9 quagga to version 0.99.11-2 or higher.
NVD Description
Note: Versions mentioned in the description apply only to the upstream quagga package and not the quagga package as distributed by Debian.
See How to fix? for Debian:9 relevant fixed versions and status.
The BGP daemon (bgpd) in Quagga 0.99.11 and earlier allows remote attackers to cause a denial of service (crash) via an AS path containing ASN elements whose string representation is longer than expected, which triggers an assert error.
