How to fix?

Upgrade Oracle:5 ntp to version 0:4.2.2p1-18.el5_11 or higher.
This issue was patched in ELSA-2014-2025.

NVD Description

Note: Versions mentioned in the description apply only to the upstream ntp package and not the ntp package as distributed by Oracle. See How to fix? for Oracle:5 relevant fixed versions and status.

The config_auth function in ntpd in NTP before 4.2.7p11, when an auth key is not configured, improperly generates a key, which makes it easier for remote attackers to defeat cryptographic protection mechanisms via a brute-force attack.
