How to fix?

Upgrade Oracle:7 istio-istioctl to version 0:1.4.10-1.0.2.el7 or higher.
This issue was patched in ELSA-2020-5827.

Go before 1.13.15 and 14.x before 1.14.7 can have an infinite read loop in ReadUvarint and ReadVarint in encoding/binary via invalid inputs.
