Upgrade Oracle:8 httpd-devel to version 0:2.4.37-62.0.1.module+el8.9.0+90011+2f9c6a23 or higher.

HTTP/2 incoming headers exceeding the limit are temporarily buffered in nghttp2 in order to generate an informative HTTP 413 response. If a client does not stop sending headers, this leads to memory exhaustion.
