Upgrade Oracle:8 kernel-cross-headers to version 0:4.18.0-372.9.1.el8 or higher.
This issue was patched in ELSA-2022-1988.

A flaw was found in the Linux kernel. Measuring usage of the shared memory does not scale with large shared memory segment counts which could lead to resource exhaustion and DoS.
