Upgrade Oracle:8 mod_http2 to version 0:1.11.3-3.module+el8.1.0+5385+dcd9ff33 or higher.
This issue was patched in ELSA-2019-3436.

In Apache HTTP Server 2.4 release 2.4.38 and prior, a race condition in mod_auth_digest when running in a threaded server could allow a user with valid credentials to authenticate using another username, bypassing configured access control restrictions.
