How to fix?

Upgrade Oracle:8 mod_ldap to version 0:2.4.37-11.0.1.module+el8.0.0+5209+a98d70d6 or higher.
This issue was patched in ELSA-2019-0980.

In Apache HTTP Server 2.4 releases 2.4.37 and 2.4.38, a bug in mod_ssl when using per-location client certificate verification with TLSv1.3 allowed a client to bypass configured access control restrictions.
