Upgrade Oracle:8 php-json to version 0:7.3.20-1.module+el8.2.0+7784+4033621d or higher.
This issue was patched in ELSA-2020-3662.

Note: Versions mentioned in the description apply only to the upstream php-json package and not the php-json package as distributed by Oracle. See How to fix? for Oracle:8 relevant fixed versions and status.

In PHP versions 7.2.x below 7.2.28, 7.3.x below 7.3.15 and 7.4.x below 7.4.3, when creating PHAR archive using PharData::buildFromIterator() function, the files are added with default permissions (0666, or all access) even if the original files on the filesystem were with more restrictive permissions. This may result in files having more lax permissions than intended when such archive is extracted.
