How to fix?

Upgrade Oracle:8 python39-idna to version 0:2.10-3.module+el8.4.0+20109+b7b1db01 or higher.
This issue was patched in ELSA-2023-3811.

An issue in the urllib.parse component of Python before 3.11.4 allows attackers to bypass blocklisting methods by supplying a URL that starts with blank characters.
