Upgrade Oracle:8 python39-numpy to version 0:1.19.4-3.module+el8.5.0+20364+c7fe1181 or higher.

An issue in the urllib.parse component of Python before 3.11.4 allows attackers to bypass blocklisting methods by supplying a URL that starts with blank characters.
