How to fix?

Upgrade Oracle:8 tomcat-jsp-2.3-api to version 1:9.0.62-5.el8_8.2 or higher.

The HTTP/2 protocol allows a denial of service (server resource consumption) because request cancellation can reset many streams quickly, as exploited in the wild in August through October 2023.
