How to fix?

Upgrade Oracle:9 dhcp-relay to version 12:4.4.2-18.b1.el9 or higher.
This issue was patched in ELSA-2023-2502.

Note: Versions mentioned in the description apply only to the upstream dhcp-relay package and not the dhcp-relay package as distributed by Oracle. See How to fix? for Oracle:9 relevant fixed versions and status.

In ISC DHCP 1.0 -> 4.4.3, ISC DHCP 4.1-ESV-R1 -> 4.1-ESV-R16-P1 a system with access to a DHCP server, sending DHCP packets crafted to include fqdn labels longer than 63 bytes, could eventually cause the server to run out of memory.
