Upgrade Oracle:9 nginx-mod-stream to version 1:1.22.1-3.0.1.module+el9.2.0+90031+da4273d7.1 or higher.
This issue was patched in ELSA-2023-6120.

The HTTP/2 protocol allows a denial of service (server resource consumption) because request cancellation can reset many streams quickly, as exploited in the wild in August through October 2023.
