Upgrade Oracle:9 npm to version 1:9.8.1-1.18.18.2.2.module+el9.2.0+21194+c0bbf6cf or higher.
This issue was patched in ELSA-2023-5849.

The HTTP/2 protocol allows a denial of service (server resource consumption) because request cancellation can reset many streams quickly, as exploited in the wild in August through October 2023.
