Upgrade RHEL:10 tomcat-servlet-6.0-api to version 1:10.1.36-1.el10_0 or higher.

The HTTP/2 protocol allows a denial of service (server resource consumption) because request cancellation can reset many streams quickly, as exploited in the wild in August through October 2023.
