How to fix?

There is no fixed version for RHEL:6 ImageMagick-c++.

NVD Description

Note: Versions mentioned in the description apply only to the upstream ImageMagick-c++ package and not the ImageMagick-c++ package as distributed by RHEL. See How to fix? for RHEL:6 relevant fixed versions and status.

In ImageMagick before 7.0.5-10, a crafted RLE image can trigger a crash because of incorrect EOF handling in coders/rle.c. NOTE: this vulnerability exists because of an incomplete fix for CVE-2017-9144.
