Upgrade RHEL:7 ImageMagick to version 0:6.7.8.9-13.el7_2 or higher.
This issue was patched in RHSA-2016:0726.

The LABEL coder in ImageMagick before 6.9.3-10 and 7.x before 7.0.1-1 allows remote attackers to read arbitrary files via a crafted image.
