How to fix?

Upgrade RHEL:7 ipa-server-dns to version 0:4.2.0-15.el7_2.19 or higher.
This issue was patched in RHSA-2016:1797.

The cert_revoke command in FreeIPA does not check for the "revoke certificate" permission, which allows remote authenticated users to revoke arbitrary certificates by leveraging the "retrieve certificate" permission.
