Upgrade RHEL:7 jws5-tomcat-servlet-4.0-api to version 0:9.0.62-16.redhat_00014.1.el7jws or higher.

The HTTP/2 protocol allows a denial of service (server resource consumption) because request cancellation can reset many streams quickly, as exploited in the wild in August through October 2023.
