How to fix?

Upgrade RHEL:7 libxslt to version 0:1.1.28-6.el7 or higher.
This issue was patched in RHSA-2020:4005.

Note: Versions mentioned in the description apply only to the upstream libxslt package and not the libxslt package as distributed by RHEL. See How to fix? for RHEL:7 relevant fixed versions and status.

libxslt through 1.1.33 allows bypass of a protection mechanism because callers of xsltCheckRead and xsltCheckWrite permit access even upon receiving a -1 error code. xsltCheckRead can return -1 for a crafted URL that is not actually invalid and is subsequently loaded.
