Upgrade RHEL:7 qemu-kvm-common-rhev to version 10:2.12.0-18.el7_6.7 or higher.
This issue was patched in RHSA-2019:1968.

In QEMU 3.1.0, load_device_tree in device_tree.c calls the deprecated load_image function, which has a buffer overflow risk.
