How to fix?

Upgrade RHEL:8 coreos-installer-dracut to version 0:0.17.0-1.rhaos4.14.el8 or higher.
This issue was patched in RHSA-2023:5009.

The HTTP/2 protocol allows a denial of service (server resource consumption) because request cancellation can reset many streams quickly, as exploited in the wild in August through October 2023.
