Upgrade RHEL:8 glib2-static to version 0:2.56.4-9.el8 or higher.
This issue was patched in RHSA-2021:1586.

Note: Versions mentioned in the description apply only to the upstream glib2-static package and not the glib2-static package as distributed by RHEL. See How to fix? for RHEL:8 relevant fixed versions and status.

gdm3 versions before 3.36.2 or 3.38.2 would start gnome-initial-setup if gdm3 can't contact the accountservice service via dbus in a timely manner; on Ubuntu (and potentially derivatives) this could be be chained with an additional issue that could allow a local user to create a new privileged account.
