Upgrade RHEL:8 httpd:2.4/mod_md to version 1:2.0.8-8.module+el8.3.0+6814+67d1e611 or higher.

HTTP/2 incoming headers exceeding the limit are temporarily buffered in nghttp2 in order to generate an informative HTTP 413 response. If a client does not stop sending headers, this leads to memory exhaustion.
