Upgrade RHEL:8 httpd:2.4/mod_session to version 0:2.4.37-56.module+el8.8.0+19808+379766d6.7 or higher.

HTTP/2 incoming headers exceeding the limit are temporarily buffered in nghttp2 in order to generate an informative HTTP 413 response. If a client does not stop sending headers, this leads to memory exhaustion.
