Upgrade RHEL:8 kernel-abi-stablelists to version 0:4.18.0-372.32.1.el8_6 or higher.
This issue was patched in RHSA-2022:7110.

It was discovered that the cls_route filter implementation in the Linux kernel would not remove an old filter from the hashtable before freeing it if its handle had the value 0.
