Upgrade RHEL:8 php:7.4/php-soap to version 0:7.4.19-4.module+el8.6.0+16316+906f6c6d or higher.

Archive_Tar through 1.4.10 has :// filename sanitization only to address phar attacks, and thus any other stream-wrapper attack (such as file:// to overwrite files) can still succeed.
