Upgrade RHEL:8 python27:2.7/python2-docutils to version 0:0.14-12.module+el8.1.0+3111+de3f2d8e or higher.

In Python 3 through 3.9.0, the Lib/test/multibytecodec_support.py CJK codec tests call eval() on content retrieved via HTTP.
