Upgrade RHEL:9 kernel-64k-debug-modules-partner to version 0:5.14.0-284.36.1.el9_2 or higher.

Users may be able to launch containers using images that are restricted by ImagePolicyWebhook when using ephemeral containers. Kubernetes clusters are only affected if the ImagePolicyWebhook admission plugin is used together with ephemeral containers.
