Upgrade RHEL:9 ose-aws-ecr-image-credential-provider to version 0:4.16.0-202405311136.p0.ga53e9de.assembly.stream.el9 or higher.

The ParseAddressList function incorrectly handles comments (text within parentheses) within display names. Since this is a misalignment with conforming address parsers, it can result in different trust decisions being made by programs using different parsers.
