There is no fixed version for Ubuntu:16.04 cacti.

NVD Description

Note: Versions mentioned in the description apply only to the upstream cacti package and not the cacti package as distributed by Ubuntu. See How to fix? for Ubuntu:16.04 relevant fixed versions and status.

Cacti before 1.1.37 has XSS because it makes certain htmlspecialchars calls without the ENT_QUOTES flag (these calls occur when the html_escape function in lib/html.php is not used).
