How to fix?

There is no fixed version for Ubuntu:18.04 jruby.

NVD Description

Note: Versions mentioned in the description apply only to the upstream jruby package and not the jruby package as distributed by Ubuntu. See How to fix? for Ubuntu:18.04 relevant fixed versions and status.

An issue was discovered in RubyGems 2.6 and later through 3.0.2. Since Gem::CommandManager#run calls alert_error without escaping, escape sequence injection is possible. (There are many ways to cause an error.)
